Constance J.S. Philips
Early on, she assisted in the establishment of National Industries for the Severely Handicapped (NISH), Inc. in Bethesda, MD, and established its first regional office, the North Central Regional Office of NISH, Inc. in Chicago. NISH is a national non-profit organization creating jobs for persons with disabilities through performance of service and product manufacturing contracts for the Federal Government authorized by the Javits Wagner-O’Day Act, P.L. 92-28.
During her 23 year career with National Center for Manufacturing Sciences (NCMS), Connie negotiated agreements between and managed multiple long term Research and Development programs co-performed by Fortune 500/100 industry, small businesses, and Federal/Defense agencies. These included NNSA, NASA, Army, Air Force, Navy, NAVAIR, NIST, DOT, DOE National Laboratories and USCAR. Technologies included Advanced Leak Detection, Robotic Assembly technologies using AI, Additive Manufacturing using 3D printing technologies among others. She was also a founding member of ASTM’s F42 Additive Manufacturing Committee for the establishment of national/international standards for Additive Manufacturing machinery and materials industries. Subsequently she served as Membership Chair for 5 years.
Connie, a life-long Democrat, became involved in the Palm Coast Democratic Club in 2017.
